Picatinny rail section for screws on the top of handguard?

Does anyone know where I could get a rail section that will fit with the top side of the handguard screws? I one see in the banner photo of the forum on the left soldier aiming but no one seems to actually sell one.

The rail like in the photo isn't available in the US (yet). Hopefully the site/store owners fix that soon. There's some discussion about it in this thread: viewtopic.php?f=5&t=150
